Homeowners Fact Sheet
Important
information about assessments for new and current
homeowners! Assessment policies and procedures governed by the
New York State Real Property Tax Law.
Exemptions
The deadline for filing exemption
forms is March 1st. Any primary resident of New Baltimore
is entitled to a STAR exemption that is applied to school taxes.
Other exemptions may be applied to County and/or Town taxes as
well. More information regarding exemptions and specific
applications of the same can be obtained at our office or any
assessor’s office in NYS, the Greene County Real Property Tax Service
Office in Catskill or can be downloaded from the internet from our town
website at www.townofnewbaltimore.org.

Taxable Status Date
March 1st is known as Taxable Status Day. This is
the date real property is assessed for the year ahead.* Any
changes to the property after March 1st will be captured in the
assessment for the following year. New construction assessments
are placed on the assessment roll based on the market value of the home
as of March 1st and this assessment is used to compute the school tax
bill issued in September and the county, town, and special district tax
bill issued the following January. The market value of the home is
determined by using the completion percentage of the construction as of
March 1st. If your home is partially complete as of March 1st, the
assessment will represent only part of the total assessment when the
house is completed. A partial assessment will be on the roll and
increased each year until the home is 100% complete. If your home was
assessed as partially complete the percentage of completion should be
listed on the Change of Assessment Notice you will receive in early
May. The Assessor can answer questions about the calculation of
the percentage of completion.
Assessment
Challenges or Residential Reviews
Any questions you may encounter regarding your assessment can be
discussed with the Assessor throughout the month of May by calling or
by visiting the office. Kindly call 518.756.7888 for an
appointment. If after this informal meeting an agreement cannot
be reached regarding the assessed value of your property, you have the
opportunity to file for Residential Review with the Town’s Board of
Assessment Review. The Town of New Baltimore’s Board of
Assessment Review convenes on the 4th Tuesday in May each year known as
“Grievance Day”. Residential review application information and forms
can be obtained at any Assessor’s office, the Greene County Real
Property Tax Service Offices in Catskill or online at www.orps.state.ny.us. A
worksheet has been posted on the Town website for your convenience to
help you with your application and assist you in completing and
compiling your challenge. Once “Grievance Day” has passed for a
particular year, there are no other legal opportunities for changing an
assessment and this assessment becomes final for that year.
Tax Bills
Taxes are based upon the information that is published on the Final
Roll on July 1st of each year. Tax bills are issued by your
school district on or about September 1st and by the town, *
county, and special districts, on or about every January 1st. The
Assessment Roll is compiled and published again in the same cycle for
the next year.
Equalization Rate
Assessments are based on current market value as of the last town-wide
revaluation. New Baltimore’s latest revaluation was in 2005 and the
assessments was calculated at 87% * of 2005 market values for our
assessments.* The state determined level we assess property at is
called the equalization rate.
Change of
Address
Any time your billing address changes you should notify the Assessor’s
Office in writing. The billing or mailing address on file is the
address where school and property tax bills are mailed. If your
address changes and we are not notified, your receipt of these tax
bills may be delayed. If you have any questions regarding the above
